OTB lurches toward ‘new era’

The Western Regional Off-Track Betting Corp. is entering a “new era,” its new board chair has claimed, a shift that could see the public gambling agency increase transparency and institute reforms. The OTB board of directors meeting Thursday marked the first time the group had met since state lawmakers in May fired the old board, ordered the 17 counties and cities that own the agency to appoint a new one, and instituted weighted voting, throwing control to densely populated, Democratically-controlled Erie and Monroe counties, along with Buffalo and Rochester. GOP lawmakers fight with public dollars to control OTB

It’s going to cost taxpayers in rural Western New York counties big bucks to support a legal challenge against state-imposed changes to the management structure at Western Regional Off-Track Betting Corp. A June 20 legal services agreement obtained by the Niagara Gazette indicates that at least three counties — Niagara, Orleans and Genesee — agreed to pay $5,000 apiece, for a total of $15,000, to cover a retainer fee for Lippes Mathias, the Buffalo law firm hired to oversee the OTB litigation. More OTB reforms in state legislature

Another state lawmaker wants to cut the perks for Off-Track Betting officials in Western New York. Assemblywoman Monica Wallace, D-Lancaster, has introduced legislation that would stop any OTB board member from receiving any benefits, including health insurance, not authorized under state law. Her bill would also require regional OTB offices to file annual reports with the state gaming commission that itemize the purchase and use of any promotional item — including sporting event or concert tickets — valued at more than $50.
