State still spending money on Tesla factory

Published by

If you thought New York was done spending money on the Tesla’s factory in South Buffalo, think again. Documents obtained by Investigative Post under the Freedom of Information Law have revealed a $29 million fund that state officials have allowed Tesla to spend on various projects around the plant.  The state has so far allowed Tesla to spend $1.4 million of the fund. The money has been spent on a new boiler, a rotary screw air compressor and additional truck parking.  There’s another eight projects on the to-do list and $27.4 million available. Requested projects include a new cafeteria, an[...]

Hochul doubles down on a mistake

Published by

Putting a huge industrial park in rural Genesee County was a mistake to begin with. The site was too rural. It lacked infrastructure. Auto dependent. That was the conclusion of a smart-growth analysis mandated by state law. State economic development officials used a loophole to green light the location anyway, and Steve Hyde and his Genesee County Economic Development Center went to work, thanks to some $43 million in state assistance. For nearly a decade, progress was slow. The site, known as STAMP, or Science Technology and Advanced Manufacturing Park, remained fields and farmland. No tenants were to be had.[...]

More state money for embattled industrial park

Published by

The state is investing an additional $56 million in the STAMP industrial park to finance the completion of infrastructure projects that are the subject of legal and regulatory disputes. Gov. Kathy Hochul on Thursday announced that Genesee County Economic Development Center, the economic development agency constructing  STAMP, will receive $56 million for various infrastructure projects. They  include an on-site wastewater treatment facility and pump station, a nine-mile sewage transmission line, a water main, natural gas lines and road improvements. The Genesee County EDC has been building STAMP’s infrastructure for several years. Some of the work has run into legal or[...]

Orleans County doubles down on pipeline opposition

Published by

Orleans County lawmakers, already engaged in a legal battle over a wastewater pipeline for a major Genesee County industrial park, adopted a resolution on Tuesday that solidified the county’s position, further entrenching the government against the neighboring economic development agency. Orleans County two weeks ago sued the Genesee County Economic Development Center — that county’s industrial development agency — in State Supreme Court over a sewage line for the Science, Technology and Advanced Manufacturing Park [STAMP] located in Genesee County’s Town of Alabama. The county asserts the Genesee County EDC has illegally pursued and funded eminent domain proceedings on its[...]

Lockport IDA subsidies likely despite AI fake

Published by

In July, a plastics manufacturer gave the Lockport Industrial Development Agency a fake study generated by artificial intelligence to support its request for subsidies. Thursday, the IDA signaled that it’s prepared to give the company $312,000 in tax breaks anyway. Two months ago, SRI CV Plastics gave the IDA’s board of directors an abstract and citation for a study that purported to show the safety and benefits of PVC pipes, which the company wanted to manufacture. A group of 48 environmental groups are protesting the project, arguing that a public agency in New York should not be subsidizing a plastics[...]

A high-stakes battle between WNY counties

Published by

In an unusual move, one Western New York county has sued a neighboring county’s industrial development agency in an effort to stop a key component a major economic development project. Orleans County filed a complaint Monday in state Supreme Court against the Genesee County Economic Development Center, seeking an injunction to stop the construction of a wastewater pipeline that will service the Science, Technology and Advanced Manufacturing Park, known as STAMP. The Genesee County EDC “started construction without having all their ducks in a row and did so at their own risk,” Jennifer Persico, an attorney representing Orleans County, wrote[...]

Monday Morning Read

Published by

You could have read this yesterday if you subscribed – for free – to WeeklyPost. Sign up here. Buffalo Business First last week published a list of 60 companies that have received funding over the past eight years through the 43North program, which is intended to promote the growth of start-up businesses in Western New York. (Data could not be located on four others.) The list was accompanied by an in-depth story. I’ve done a lot of reporting in the past on economic development, for both Investigative Post and The Buffalo News, and took a deeper dive into the data. (It was fun to[...]

Niagara IDA extends Amazon tax breaks

Published by

Amazon’s stalled warehouse project in the Town of Niagara won a reprieve Wednesday. The Niagara County Industrial Development Agency, in a unanimous vote, granted the e-commerce giant a six-month extension on a package of $124 million in property, sales and mortgage tax subsidies tied to its proposed  distribution center. That means Amazon has until February 2024 to close on the subsidies the agency granted one year ago for its planned 3 million square-foot facility on Packard Road. Board Chairman Mark Onesi said the IDA could vote on two more six-month extensions, meaning Amazon could have until February 2025 to begin[...]
